There is a disorder in which a spur of bone can grow out from a surface. My brother had this occuring underneath the toenail on his big-toe. I can't remember what it was called, but its possible that this is a more extreme case.

It might just be me but the shadows around the base make it look more like it's glued on then part of her.

All of the references that I have seen to cutaneous horns seem to look like they are actually growing out of the skin (example- Study with images)
I would say that this is a fake. |

Ropert Ripley (OK, stop laughing) recounted a story of a man Manchurian chap photographed in 1930. Here's a blurb on the person, and a drawing based on the photograph. There might be a copy of the photo online, but I didn't find it with a quick search. The Ripley's museums typically have a copy in their exhibits.

It has happened plenty of times from various causes, where a growth that happens to look like a horn will grow on a person, and even grow on their foreheads. But it is not a horn, and is not made of the same material as a horn. The closest to an actual horn (made of keratin) would be this which is a far cry from the horn-like growths documented in the past.
