you belive that even they turned down the product because it didn't meet

I could see this as really happening, not because Arby's is so icky and gross, but because FDA and Health Department regulations would require any food company, shelter, restaurant, etc. to be able to provide and account for all of the storage of the food in its history, correct storage, temperature, etc. and it is unlikely that this strict recordkeeping could have been provided.
