Military Bush's ANG unit

Comment: From a political debate with a friend...

"The fact is that Bush's Texas ANG unit was slated to be rotated into
Vietnam when he signed up to join, and he knew this. However, there were
sufficient active duty Air Force pilots who also joined (the Air Force was
always a volunteer force after its creation post W.W.II) so that the
Pentagon stopped rotating ANG units into the war."

Is this correct?

If it were true, I doubt there would have been a year-and-change waiting list to get in, or that Bush's father would have had a family friend pull strings to get Dubya in. Admittedly, neither is conclusive proof that they weren't "about to be sent over there," but they're both pretty strong indications to that end.
