Biden's wandering hands

Comment: I came across this picture of Joe Biden, placing his hand on a
police officer's knee. The police officer does not look very happy. I was
hoping the fine research team at Snopes could verify if this pic is authentic.

I don't know if the photo is real or not. The face looks a little choppy but that could be a photo problem. The photo appears to be taken from Delaware Law Officers Memorial Dedication However, I can't find this photo on a "legitimate" news site.

It looked to me like he was consoling or comforting instead of anything else and the reason he was doing it was because the officer did not look happy.. Not the other way round...

Also, although it looks like the officer is giving a "What the hell are you doing?" look at Biden, note the other officer in the second row looking in the same direction. I suspect that they were seated at the left hand of the stage and the officers were looking at whoever was speaking at that moment.

The looks on the officers faces and the guy behind him look over exaggerated to me. Could this be from a TV appearance or something? It looks like a comedy gag to me.
