Wouldn't the deduction only be for the amount she earns? I'd be surprised if it would make her ineligible for benefits altogether.

In Illinois you can make a maximum of $288 at another job and still get unemployment benifits. I found this out when I was let go from the radio station I applied and because I make over the limit at Wa-Mart I was denied. My wife still qualified though becase she does not make over the limit at her part time job. She does have to report the hours she works every two weeks and they adjust her unemaployment based on that.
