Default EU blames Georgia for starting war with Russia

Just wanted to post this since some news organizations and politicians have been blaming one side or the other for the whole thing (or Russia for starting the war), whereas Georgia seems to have started the war, followed by Russia initially waging a legitimate defensive war that quickly escalated into an attack on Georgia.

An EU report != The EU.

Although the EU would like to represent itself as a political whole with a cohesive foreign policy it is still currently an organisation made up of many countries each with their own motives and objectives. This isn't a dig, as I am very pro-EU, just my assessment of its current status.

However, as a foreign relations exercise I find the report surprising as the membership of Georgia in the EU is far more likely than that or Russia.
