Here's a question. The original competition was "If Pimps ruled" with the rules stating:

Show what the world would look like if it were ruled by pimps and players. You can depict people, things (i.e. a tricked out funeral home) basically anything in a world where pimps rule,

As such is the photo itself still racist? Or is it only its use in the context of the email?

In that context, I would say no, its not racist. I can easily imagine them doing something similar with Bush - I think a fur coat would fit, especially with him making on of his typical faces.
