And what if a Jew or an atheist decides that he or she is offended by seeing billboards advertising Christian churches or Christian-sponsored programs? Should these be prohibited as well? (I don't know how prevalent these might be in Michigan, but throughout the South, such billboards are incredibly common.) How far do these "bawdy" billboards go, anyway? The most I've ever seen is usually a woman in lingerie though it's seldom any worse than would be seen in a Victoria's Secret ad. Would VS be barred from putting up a billboard? What about Hooters? What about a tanning booth salon? (With the salons, I've seen some local billboards featuring well-tanned women in very skimpy bikinis, but very rarely are there any men on the billboards.)
Offensive is always in the eye of the beholder and, as such, is never something that can be easily restricted by the law.
