Cute, yes, although my pug has the same look not just when he's begging for food, but also when he's eating it. His face is just designed as a melancholy accusation.
Perhaps I can be the first here to state the obvious, however - I'm pretty sure the world's saddest dog isn't so well fed, and likely doesn't have an owner. Or a sweater.

Our Boston looks like that too when you do something horrible to him. Like not letting him go upstairs to chase the cat. He also starts to sniff, sounding like he's about to cry.
