FEMA paying Galveston inmates

Comment: During the recent Hurricane Ike which devastated Galveston Texas,
the inmates who were housed at Galveston County Jail were not evacuated
although the area in which they were housed was included in the mandatory
evacuation area. Rumor has it that those inmates are entitled to and are
receiving a check from FEMA in the amount of $800. Can you substantiate
this?
