I've heard several claims regarding flea-market "discoveries" of jewelry "authenticated" to have belonged to Napoleon. Here is one that appears on the Antiques Roadshow site. Sounds like a recurring urban myth to me...

ETA: I just looked through my copy of The Age of Napoleon: Costume from Revolution to Empire 1789-1815, the companion book to an exhibition at the Met in 1989-1990. An entire chapter devoted to jewels, and pictures of many (from numerous sources) that were part of the exhibit. No engraved lockets in there, nor mention of any. If such a historic piece were in a NYC museum, you'd think they would have included it in this exhibit.
