Soapbox Dartmouth subway

Comment: I was told once that back in the 60s, the town of Dartmouth, NH
changed their tax laws to tax students living in the dorms - perhaps a
rent tax? In retaliation, a large group of students showed up at town
meeting, and voting as a block they pushed through a measure requiring the
town to build a subway system to Boston (so they could meet girls). After
negotiations, the onerous tax and the subway were both scrapped.

Did this really happen, or did my high school history teacher lie to us?

First of all, the town is called Hanover, not Dartmouth. Secondly, to this day the state of New Hampshire is synonymous with the anti-tax movement. There's no way such a proposal would have even gotten that far back in the '60s. That's also overlooking the fact that the town of Hanover would not be able to "build a subway system to Boston". It's not only across a state line and through a lot of other municipalities, it's also a long way. (Those small states are bigger than they look on the map!)

While the OP isn't true, it is true that Hanover is very much a Dartmouth dominated city. The College student body is large enough to out vote the "locals"...not that it would be much of a contest since a sizable part of the "local" population is Dartmouth faculty.

But would the students be allowed to vote if they are not residents of the city?

I was able to vote in the US Presidential election as a New Hampshire resident while I was a student there; I never bothered with the local elections.

Yes, much to the consternation of some of the locals. When I was in college, that was a source of some strain not only in town-gown relations but also with some of the more conservative students who were from the area and resented having them there big city East Coast kids canceling out their votes. That, of course, just made me more determined to vote there.

College students may choose where they would like to vote-- either in their college town or in the town where their parents live. There is often a big deal in presidential election years where students will be encouraged to choose whichever is swing state.

See this document from New Hampshire, for example.
