Soapbox Biden authored VAWA, McCain voted against

Comment: Is it true that John McCain twice voted against the Violence
Against Women's Act (VAWA)? Is it true that Joe Biden authored this act?

Joe Biden sponsored S. 1607, which never became law, it in the Senate (who wrote it is unclear, but unlikely it was Biden) . S. 1607 was superceded by HR 3355, which passed 95-4, which McCain voted for in 1994.

I do not know about the reauthorization in 2000.

Appears to be true that McCain voted against VAWA:

Quote:
While Bush reauthorized the Violence Against Women Act, McCain voted against funding for VAWA as recently as 2007. It was McCain's second vote against VAWA, as he opposed the first version of this landmark legislation in 1994.
Source is biased, but does contain support for that claim:

Biden was the author of the 1994 act and a strong champion for it:

Biden authored it. (S. 1607 in the 103rd Congress)

McCain voted against the final conference version. 103rd Congress, 2nd Session, Vote 295. However, it should be noted that the VAWA was only one component of a broader bill on crime prevention, so I don't know whether McCain opposed the VAWA specifically or an unrelated portion of the bill.

There were renewal votes in 2000 and 2005, which I assume is what is meant by the reference to McCain twice opposing it. I've yet to track down those specific roll call votes. However, this Huffington Post piece repeats the same assertion.

McCain voted to have the language of S.1607 replace the language of H.R. 3355, but he opposed final passage of H.R. 3355. Likely a situation where he opposed both, but felt that the Senate version was a better alternative.

Very interesting. My link has a vote from 11/93, and yours is from 8/94, with wildly different votes on the same legislation (I imagine there were some amendments that contributed to that).

[ETA: spanked, &c.]
