If you counterfeit an ID or a passport you should do it with style like the Norwegian artist Kjartan Slettemark (it's an authentic Swedish passport):

I was thinking that, but I wanted to be positive.

It is indeed Mr Slettemark himself. If I remember correctly he even went to the US using that passport and nobody noticed.

First thing I thought of seeing the picture in the OP was some idiot kid trying to buy beer, not "immygrants r dum".
But that's because I'm prejudiced against teenagers rather than hispanics or immigrants.

Working in gas stations, I saw fake IDs at least that ridiculous from good ol' American teens trying to buy beer. Raised lettering from where fake numbers were added in by hand, state crests sliced in half where they transported pictures from one ID to another, pictures that obviously came from high school yearbook sessions - you name it. I had quite a little collection for a while.

Apparently it's a fairly common practice among Swedish teens to "improve" their age on their school IDs. They probably think it's a minor thing, something they do to get into school dances and whatever, but it's concidered a quite serious crime and can be punished by up to six months or two years in prison depending on the nature of the crime.

I doubt it is a teen trying to buy beer - the birthday is 5/2/1977. I would think a teenager would shoot a little lower than thirty-something for an age.

You'd think so, but I once saw three of a series of VERY professional looking Florida fake IDs. They were perfect in almost every detail, except they all had the same address (in Miami) and the same birth day - April 20th. 4/20. Stoner joke. I pointed out to the guys where they went wrong. They tried to get them back, saying they'd spent a lot of money on them. Didn't work.
