Liquor laws

Comment: I've heard that due to archaic liquor laws in California (among
other states) that stem from prohibition, membership warehouse stores like
Costco must allow you to purchase alcohol without a membership. You aren't
allowed to buy anything else besides alcohol while doing this, but by law
they have to let you.

Is this true? I haven't been able to find a law that covers this.
