Comment: Pop tab myths...

As an artist, I know I am constantly seeking new ways of making something
out of nothing. I feel, that we all could make this myth a reality. I
think that this is a possibility: collect all those wonderful soulfully
collected pop tabs, and have them given to an artist, who would then
recycle them by melting them all down and making one GIGANTIC heart (or
many many for a complete 'garden' ....thusly showing the 'heart' that
tediously collected and donated them. The giant heart should then be
auctioned off at a charity auction, hopefully bringing in enough money to
build a 'free dialysis center' for families in need. The lucky winning
bidder could then in turn donate the giant heart (s) to the center itself
as a tax write off, and have their names be carved or etched into the
beautiful aluminum material itself...OR have the patients names etched
into the hearts, and a lovely plaque for the winning bidder...what do you
all think?

I've been lurking for a bit, but I had to register when I saw this post.

There are such things as "Free Frank" letters, but I don't believe the mark is in use these days. In any case, you couldn't just write "Free Frank" or "Frank" on a letter whenever you wanted to. You'd have to have the right to use the mark (which was usually stamped, though older examples are manuscript marks). US Congressmen had the right (and I believe still do) to send "Free Frank" letters. If you want examples of these letters, search Ebay for "Free Frank" in Stamps/Covers. Frank isn't a name, but a reference to the Franking System.

In the US, military, service people who are posted to certain locations are allowed free postage on letters. They don't have to cite this "Frank" guy; they just write "Free" where a stamp should go.

Mail must weigh under 13 ounces, to include letters, picture CDs and correspondence DVDs.
Mail must be addressed to an address within the United States only.
Mail must include the sender’s full return address in the top left corner of the envelope.
Mail must have “free” legibly written in the top right corner of the envelope.
Mail with CDs or DVDs must be left open for inspection and the sender must
fill out a customs form at the post office.

A quick search indicates that some sort of franking privilege is available or has been available to some UK & Australian troops. Some jurisdictions provide free postage for "indigent inmates." This varies--I found one to three first class letters the usual amount. Inmates don't have to invoke goold old Frank.

Is this being confused with Las Vegas residents (not the entire state)? Residents/businesses don't pay income (state or city) tax due to the income from the casinos. I couldn't find anything regarding not paying federal taxes; I don't see how they could get exempt from that one!
