Only white women can go topless in Texas

The writer claims that it is illegal for non-white women in Texas to go
topless, but okay for white women.

This sounds like a load of rubbish to me since I can't find a single news
source reporting any such law, which surely would have been picked up by
the ACLU, at least. But alas, being a foreigner my lack of knowledge of
american laws is leaving me a bit adrift on what to search for.
