Me, either. It's standard management talk. When Rumsfeld said it, he sounded just like a CEO, which is what he was before he became Defense Secretary.

ETA: Doesn't the concept originally come from Covey? Or am I mixing up my management manifestos.

In fairness, I think a lot of CEO-speak makes the speaker look like a jackass, so that's probably why I find the quote so amusing.

I took it more as pointing out that including the Gore quote in question on a list such as the OP amounts to encouraging the mistaken interpretation you mention.
