John Dean vectors Presidential IQ UL?

Did anybody else catch John Dean's Commonwealth Club speech on Friday 12 October? He spent a few minutes talking about the intelligence of various presidents, and it sounded to me just like the Presidential IQ UL. I remember specifically that he referred to Clinton as the smartest, and Bush 43 being smarter than Bush 41, and that lines up pretty well with the UL.
