Default Chavez to take kids away from parents?

My FIL sent an email forward to my mom about Chavez. The fwd has an imbedded MP3 that talks about Chavez taking over schools. Well, that's been pretty well publicized on the news. According to my husband (who translated the Spanish) it goes on to say that the state has the right to take the children away from their parents and raise them from the age of 10.

Has anyone heard of this? It seems a little farfetched, and I know my FIL is seriously anti-Chavez. I'd love to get the snopes take on this.

Wish I knew how to post the MP3.

Doesn't pretty much every government have the right to take children away from families and look after their education? Of course, if it's happening to people just because they are politically "unsuitable" then that's awful, but removing children from the care of unfit parents must be pretty common the world over.

But doesn't the Gov't determine what is "un-fit" and one of the things that make them "un-fit" is by imbuing their children with "anti governmental" aka anarchist beliefs?
