Comment: An alleged Woodrow Wilson quote that is used by many conspiracy
theory movies involving the Federal Reserve and IRS, however no source can be found online other than a reference to Page 31 of a document titled "Repeal the Federal Reserve Banks" by Casimir Frank Gierut (which also can not be found online). I haven't checked out the original sources suggested in the link above. From a brief reading, it sounds like evidence for Wilson having uttered or written the first two sentences of the quote is weak.
