Comment: Did General George Patton actually say "Give me an army of West
Point graduates and I'll win a battle. Give me a handful of Texas Aggies and I'll win the war"? |

Usually it means a student or graduate of Texas A&M University (at one time the "A&M" meant "Agricultural and Mechanical," hence the appellation).

This blogger could not find a source for it and noted "Mike Province, founder and president of The Patton Society calls this an urban legend."-- “Give me a handful of Texas Aggies, and I’ll win a war!”
The Batt ("The Independent Student Voice of Texas A&M since 1893") further quotes Province Quote:

Oh, piddle. You do the same routine every game for 30 or 40 years, you ought to have it down, no? I was impressed at first, but after 100 viewings or so, it looses it's flash.
(Did I mention that I got my UT season ticket in the mail today?) |
