Teacher Government Car tracking - What it will cost you

I didn't know whether to put this in Inbox Rebillion (as it came it via email and asked me to sign a petition) or Autombiles. Mods feel free to move if it's in the wrong place.

I got the following email today from a friend of mine who seems to quite enjoy being outraged at every government policy. The figures seem somewhat high but I was wondering if someone who knew more about it than I could comment.

The tracking device will cost about £200 and in a recent study by the BBC, the lowest monthly bill was £28 for a rural florist and £194 for a delivery driver.

On top of this massive increase in tax, you will be tracked. Somebody will know where you are at all times. They will also know how fast you have been going, so even if you accidentally creep over a speed limit you can expect a NIP with your monthly bill.
