Very plausible, it depends on the the plasic used to make the CDs.

I think it takes a little practice, and an actual lighter.
I don't have a lighter so I tried with a match and then a candle, and managed a couple blisters and then a blowout.

Am I wrong that it looks like the clear plastic disk that comes on top of a stack of CDs, and not an actual CD?

The first video is the clear disc, the second video (posted by Auntie Witch) is a CD-r with the reflective foil scraped off I assume both are made from the same kind of polycarbonate plastic.
