On some borders.. and Armed agent of one government firing across the border against an unarmed citizen of another country would be considered an act of war.

And you know this would be all over the news if a Mexican agent had fired across the border and hit ANY American Citizen .....

That's not necessarily any indication of a special level of bigotry or bias (if that is what you were saying). A local victim is generally going to get a lot more press than a foreign victim in almost any location. I would expect that in your hypothetical case, the Mexican press would cover the shooting by the Mexican agent less than they've covered the shooting of a Mexican civilian.
