I, for one, didn't care for the Bush-as-monkey caricatures either. Even though he was white, the connotation was just too ugly. Besides, there was so very much else to criticize about the man besides his appearance!

There was that song in the '60s about the monkey who became president.

But that was not racially motivated. It was motivated by politics.
