This is a cruel superstition in parts of the South. Crows are intelligent and might possibly be able to mimic human speech in a rough way, but mostly they'd say "caw." Leave their tongues alone. For all you know their tongues might recently have been in the vitals of an eldern knicht.

That is a very old wive's tale that splitting a bird's tongue will help it to talk. But birds don't use their tongues to make sound. All the vocalizations come from the back of the throat.

Besides, crows don't need to speak Human, since they can speak Crow.
