Airplane Cheapest day for booking airline flights

Comment: Please tell me if there is any truth to someone saying that you can get
the cheapest flights if you book at 3pm on the Tuesday, 3 weeks before
your travel date.

Why would the time that you book make a difference. What is significant about 3pm, which varies by time zone anyway.
The time and date of travel, not booking, would make more difference.
When I worked in the retail side of travel, I always advised to book the very early or very late flights, mid-week, at least 2 weeks ahead. It was not hard to find the cheapest advertised prices available for then.

I've heard something along the lines of that's when airlines update their database, potentially opening up more seats in the lower fare buckets. So if you book at exactly that time you can snap up those lower fares airlines offer in limited quantities before someone else does. I don't know if that's true, and I don't see why every airline in the world would make those updates at exactly that time.

A friend who works for Southwest told me there's no special day or time for them, just the earlier you book the cheaper the fare.
