OK; maybe I'll go back to being suspicious that the ones trying to get the sample were hoping that the person who their actions helped get killed had also been drunk, and could therefore shoulder some of the blame.

-- most of the blame, of course, belongs on the reckless driver who directly caused the accident. But, if the police were chasing that person in a manner against police policy -- well, AIUI that's one of the reasons why such chases often are against policy.

I want to know that the reasons for the firing included not only the improper arrest but the way it was carried out, which was also insane. It seems that way but it is very unclear.
