I don't follow your logic here. Some states have general registration, and then at the primaries, the voters select the ballot of the party they want to have a say in (and usually if there is a primary run-off, they have to stick with the party they chose in the first round). But other states have registration by party, and the voters go to the primaries and are issued a ballot according to how they have registered. I am not seeing how you are saying that a party designation at registration would prevent Ohioans from voting in primaries.

The Ohio voter registration form does not include a field for the registrant to indicate a party affiliation:

In Ohio, you register as a member of a party by voting in that party's primary. Being a "registered Democrat" just means that the last time you voted in a party primary, it was the Democratic primary.
