Me, either. It's standard management talk. When Rumsfeld said it, he sounded just like a CEO, which is what he was before he became Defense Secretary.

ETA: Doesn't the concept originally come from Covey? Or am I mixing up my management manifestos.

In fairness, I think a lot of CEO-speak makes the speaker look like a jackass, so that's probably why I find the quote so amusing.

That's only because we had the poor sense to elect the other loon to be Governor. In which capacity, for a time, he had the distinction of being the least popular public official in the country who hadn't actually been indicted. It didn't take people long to realize how much better we liked him when he was on the other side of the country.

I took it more as pointing out that including the Gore quote in question on a list such as the OP amounts to encouraging the mistaken interpretation you mention.
