Seriously, though, I can't see how the economics of this possibly add up. With just how expensive it is to get anything into orbit, the idea that this would be done to save a city money on streetlights is laughable. Sounds a little too much like the not-so-secret weapon of a James Bond movie.

Doesn’t seem THAT ridiculous to me. How expensive would it be, and how long would it last? Mostly rhetorical questions. Would you laugh at using gold to coat the windows and thereby reduce AC costs? After all, gold is expensive too...

I would wonder about the possible secondary uses for such a satellite. Even if the Bond villain remark is meant in jest, if this not only reflects, but focuses light I could see some unsavory applications.

I'd be more concerned (as the article to some extent mentions) with the effect on all sorts of organisms that need it dark some of the time to function properly.

(Including some humans. Grumble grumph. Glad I don't live around there. Sure hope this doesn't catch on.)

Is the idea of having a satellite hover in one fixed location relative to Earth even practical? Wouldn't it move around in orbit?
