Assuming they are referring to it being an issue with the majority of the NOPD and not just restricted to certain portions of it (like Rampart scandal in the LAPD where it was mainly restricted to one unit)
If I remember correctly wasn't the NOPD known to be extremely corrupt and abusive prior to Katrina? |

Former police officer David Warren was sentenced to more than 25 years in prison this morning for the shooting of 31-year-old Henry Glover in the aftermath of Hurricane Katrina.
