To add some historical context, since I have been unable to find a date for the piece in the OP, Peterson was a member of the Council of the 12 Apostles from 1943 to 1984. During that timespan, it is conceivable that any church might have authored a similar warning.

On the other hand (pun fully intended) how am I going to tie my hand to the bedframe with only one hand? That still leaves the other hand available to touch my dirty bits. I don't know if that one was full though through.

Had I followed this advice as a teenager, I would have a pocket full of black calendars and a severe case of obesity. I only suffer one of those problems. Perhaps masturbation could be used as a weight loss program.

Apparently, if one came up with all kinds of deviant fantasies to aid in masturbation, it would make one's expectations of sanctified sex within marriage unrealistic and could lead to more serious crimes against God like adultery.
Don't some feminists have a similar argument against "mainstream" porn?

To restore balance in the world I shall do it more often to make up for those who aren't doing it at all.

Telling guys to refrain is counter to modern medical advice - a regular clearing of the pipes helps prevent prostate problems, while for women it gives the pelvic floor muscles a bit of a workout

Sure, but there's more fun ways than masturbating to clear the pipes and work pelvic floor muscles all in one go.

I have to say that the original post seems plain wrongheaded to me. Why go to a lot of trouble to reach an undesirable end? It hurts no-one and gives pleasure.

Such activities require a partner, which is a problem for... *ahem* some people.

And unlike some other pleasures in life it doesn't cause weight gain, disease or obnoxious behaviour. What one person does in the privacy of his/her own home with a consenting body part is his/her own business

Ofc if you lean on your erection till it becomes numb, it will feel like you are giving someone else a handjob.

Woody Allen said it best: Don't knock masturbation. It's sex with someone I love

I don't know about feminists, but it is fairly degrading to think of real people when masturbating.

Even if they don't know you're thinking about them? I have to admit to feeling a bit ick when an elderly colleague told me I was the fantasy at those times (that was 10 years ago, these days he'd either be looking for a better fantasy or I'd have made a wisecrack instead of squicking)

Yes, if I talk about someone behind their back it's not very nice is it?

If you talk about someone behind their back you are sharing that talk with someone and it has the potential to spread and reach the person you're talking about. If, however, you fantasise about someone and say nothing about it, they will never know. The important thing is to not to let your fantasy affect how you interact with that person in real life.

with a consenting body part? Do you ask permission first or just presume said part is ready to play?

Bobs to genitals "hey! Do you fancy a bit of pleasuring this afternoon?"
Genitals to Bobs "Wey-hey!"

Personally I always ask someone's permission. Unless they are acting out of character...

Tarquin - mind if I fantasise about you this evening? Since I'm sure Johnny Depp could do with a rest from being fantasised about ....

Thanks for that, Cowboy Joe. We took a stab at determining provenance a couple years ago, but I don't think we were able to determine anything substantial as to whether Mark E. Petersen actually authored the piece (though it's commonly attributed to him).

I suspect a thorough search would involve interlibrary loan requests to libraries in Utah and whatnot. (It's a little hard to figure out the nature of some of Petersen's less-available writings, at least judging by titles listed via the Worldcat database.)
