Most women in Ohio keep their tops on, too, despite it being legal for them to go topless. I've seen a couple topless women at Pride, and they're fairly common at Comfest.

At some point, can't remember when now, the law in Ontario changed so that like many other places if a man can go topless so can a woman. For a few summers after that the Sun papers (the papers I'd personally use to line a bird cage) salivated over the possibility of seeing woman walking topless down the street in Toronto or Ottawa or wherever. The sad (for them) reality was that it just did not happen. Not saying never happened, but not often. I think they've finally calmed down about it and stopped sending camera crews out on hot days hoping again hope to see some breasts .
