Skull "Zombie-like" raccoons: Police probe calls about raccoons acting strangely in daytime

Police are investigating reports of "zombie-like" raccoons in northeast Ohio. CBS affiliate WKBN-TV reports that Youngstown police have received more than a dozen calls in the past three weeks about raccoons acting strangely in the daytime.

I fell like the writers of this article and the headline need to be beaten about the head with a book on proper journalism and/or should be cursed that everything they read will be broken up into single sentence webpages.

Why? The phrasing appears to be a direct quote therefore valid (regardless of if the person being quoted was correct or not). And headline writers have wide latitude in writing. A good headline gets the article read and it is generally allowed to sensationalize the wording a bit without breaking journalistic best practices.
