Congress is in charge of such things.

But military pay isn't being frozen--nobody getting paid by the federal government, including the President, is getting a Cost Of Living Increase (COLA), however, because such things are indexed to inflation, of which there is none.

I think COLA only applies to military retirees and not active duty personnel, doesn't it?

It seems that the draft proposal released by the co-chairs of the National Commission on Fiscal Responsibility and Reform (a commission created by an executive order from President Obama), which includes many fairly drastic cuts to pretty much all sectors of government, does include a recommendation to freeze military pay for three years.

Not nearly the same thing as Obama "like(ing) to freeze pay rates for active duty starting next year," of course, but OTOH there is at least some basis for the post in the OP.

I wouldn't assume that every POTUS who ever created an executive commission on an issue agreed 100% with the proposal(s) made by that commission.

No, nothing in the OP suggests they think it has become law. Only that they think that President Obama "would like to freeze pay rates for active
duty starting next year." Now, that too isn't entirely accurate, but it's closer. The chairs of a committee that Obama ordered did make a preliminary recommendation to the effect of the statement in the OP. The statement in the OP isn't accurate because Obama does not necessarily want to do everything the commission recommends (especially in a draft proposal).

So like I said, it's inaccurate and distorted, but it does has a basis in truth.

Obama cannot freeze military pay next year. Period. That, right there, is the end of the story. Once you know that, the rest doesn't matter. So, it's only truth if you do not know how the government works.

It's not the end of the story. The proposal is out there, even if it is far from becoming a law, and even if the time frame is different from what's said in the OP.

Besides, the main reason I made my post was not to justify the post in the OP, but to explain why it was made and where it came from (a misinterpretation of the commission's draft proposal).

The Cost of Living Allowance is entitled to military personnel who live in an area in which the actual cost of living is higher than the base pay and basic housing allowance (BAH) aren't suffecient.

I recieved COLA when I lived in Boston. It was only around $96.00 at the time (2000) for my paygrade.
