There are already situations where a doctor is not only allowed, but required, to disclose a patient's medical information to third parties. In many (most? all?) states, doctors are required to disclose information about STDs and other diseases such as tuberculosis. I think every state requires reporting of animal bites, gunshot, or stabbings. In many of those required reports, the reporting is specifically to help limit or control the disease or situation.

Cases like this are unique of course in that what would be reported is not exposure to a contagious disease or control of a potentially dangerous animal, but it is the report of the increased likelyhood of a medical condition.
