Icon605 Congress and the IRS

I read, some years ago, an article that claimed that the IRS once ran some kind of pilot programme that spent $10-million and produced a return of $100-million in extra taxes that would otherwise have gone unpaid. Supposedly Congress then cut the funding as a "cost-cutting" measure. This story was told in a look-how-stupid-the-US-government-is type of context, so I have since realised that it may well be a false story and that I shouldn't have told it to others as the truth.

Did such a thing ever really happen? I've tried Googling but I can't find an appropriate set of search terms.
