If I missed it back a page I apologize, but I know one big issue with horsemeat is that American horses are sent to Canada or Mexico for slaughter. Aside from the humane issues involved in the transport, US horses aren't followed in the food chain like they would be in Europe. A lot of them will have received medications that are unsafe for human consumption. I've given my horse Bute for pain, which is absolutely contraindicated for any meat animal, but it's extremely commonly given to horses. So not only is there fraud, but if any of the meat is imported from US sources it could be dangerous.

That's potentially the problem here too. It's believed that horses unintended for human consumption - which may/could have been given medications such as Bute - that are contaminating the food chain.
