Not at retail. On a good sale, a pound of potatoes may be as low as $.49 (usually only when bought as part of a larger amount purchased). Even name brand potato chips at retail do not cost more than $5/pound, so that is only 10 times.

Now the price that large potato chip makers pay potato farmers for potatoes may be 1/200 of the retail cost of the chip (though even that seems an exaggeration), but that would be based on a standing contract to buy the farmer's whole crop. It is a big advantage to the farmer to lock in a purcahse of the whole crop. Also a substantial proportion of potatoes bought that way will not be suitable for chip-making.

If I remember right and prices have not raised much since the last time purchased them. A 10lb bag of potatoes cost about $3.50 or $0.35 per lb. A 1 oz bag of potato chips run about $1.50 in most sandwich shops I stop at or $24 per lb. That would mean potato chips cost about 68 times more than fresh potatoes. Of course this is probably not the lowest cost for fresh potatoes or the highest for potatoes chips.
