I'm not car buff but if the car is hooked up to some sort of external machine which can control the engine's RPMs with accuracy, and I'm not sure but I believe machine of that nature do exist for diagnostic, testing, and benchmarking purposes, it's possible.

It's hard to make a call on "real versus fake" because the video is really irrelevant, since pretty much all we hear is the sound of the engine its practically impossible to tell if the sound comes from the video, or if the sound was created as an effect and just inserted into a stock video of a idling racer.

ETA: Ah found some more information and it look to be real. It apparently happened at the 2006 Goodwood Festival of Speed in Sussex, England. According to the website the Renault F1's RS25 engine played both the English and French national anthem's, with it's RPMs being software controlled.

There is also a clip of the Renault team playing queens "we are the champions" after winning the world constructors championship. It's not a big deal considering F1 have used computers on cars for everything including engine warm-ups for many years. They just plug the computer in, which controls rpm and play a song.
