People who need to actually read the U.S. Constitution

Comment: Just received an email which states that according to
Article III, Sec.2, Clause 2 of the U.S. Constitution Az. has the right to
"wage war" against a neighboring "state" if attacked. Have you seem this
email? If I forward it can you verify whether or not it is true?
