Sounds to me like either GWB or the transcriber mis-stated or mis-heard "September 14th" -- a reference to the day that the President visited Ground Zero and made his now-famous "I can hear you..." comments.

I remember seeing that speech live on tv and thinking (being the cynical me) that that guy (during the "I can hear you..." bit) was a plant. Is there any published info on that?

I've not seen anything suggesting it was a plant. However, with the plethora of 9/11 conspiracy theories out there, I'm sure there's something on it somewhere.

It was probably the same guy who was lurking on The Grassy Knoll...
