Sounds to me like either GWB or the transcriber mis-stated or mis-heard "September 14th" -- a reference to the day that the President visited Ground Zero and made his now-famous "I can hear you..." comments.

I remember seeing that speech live on tv and thinking (being the cynical me) that that guy (during the "I can hear you..." bit) was a plant. Is there any published info on that?
