Except it doesn't take a reactor or nuclear materials to make antimatter but an accelerator. Although accelerators tend to be behind locked doors, they aren't a matter of any extreme security or public relations problem (except in the case of public like the OP, who are afraid of particle physics in general). (Of course, this is not quite right. Positrons are emitted by decay of radioactive materials. But, again, it isn't a matter of extreme security or public relations problems because PET scans wouldn't work without it... so, really, any hospital with a PET scanner.)
