From what I read on this, it was an appeal based solely on a prior court ruling against an evangelical therapist who believes homosexuality to be a disease. Something that the regulatory agencies in Brazil disagreed with and revoked that persons license. It was a religious, evangelical backlash against rising support for LGBT rights in Brazil.

Good news is, that the Licensing board will appeal the ruling and I sure hope that they win. It doesn't appear to be a very popular ruling even in Brazil.
