Changing the definition of a "motor carrier" to include companies that simply offer to "provide transportation." If approved, Uber would no longer be viewed as a tech company but as a carrier that's required to secure a PUC permit and insure vehicles, a cost borne by its contractors at this point.

Disallowing limos from parking within 200 feet of a bar, restaurant, hotel or taxi stand. The current limit is 100 feet and covers only hotels and taxi stands.

Preventing limos from parking at a pick-up location more than 30 minutes prior to the scheduled pick-up time.

Clarifying that limo companies are required to set a "specified fixed price" before picking up a rider.
I went to Uber's website and their rates are higher than those of taxis here in Atlanta, but not by much. $3 and change vs $2 and change.
